Beyond complex issues lie chaotic issues, which do not suggest any reasonable solution at all. Chaotic issues are not based on any logical patterns. Therefore, the only solution is to react to events, ostensibly for “damage limitation”, but in essence to lead to new stability. In chaotic environments, “trouble shooters” and free-thinking designers who are enthusiastic about new things are in their element. Ideally, however, they are led by systematists/taxonomists. It becomes clear that if the complexity associated with a task is not correctly assessed, the risk of failure increases.
